REIMBURSE CENTRAL GOVERNMENT EMPLOYEES FOR PRIVATE TREATMENT
A central government servant is entitled for reimbursement even if he takes treatment in a private hospital under emergent situation, the TN Bench of the Central Administrative Tribunal has held.
M Mohamed Salia, Deputy Chief Engineer, Southern Railway, while returning home, suffered a heart attack on November 20, 2008. Due to the urgency of the matter, his wife admitted him in the nearest private hospital Frontier Lifeline, as the Railway Hospital was 10 km away from her residence. After a by-pass surgery and necessary treatment, he was discharged on December 12, 2008. He paid Rs.3.10 lakh towards hospital bills.
When he applied for reimbursement of Rs.2 lakh to which he was entitled, the railway authorities rejected his claim on the ground that treatment in a non-recognised private hospital without referral by the railway authorised medical officer was not admissible. Hence, the present application.
Rejecting the contentions, CAT judicial member G Santhappa said that in this case, the applicant had produced the emergency certificate and that had not been considered by the railways. The Personnel Branches Circular (PBC) dated May 4, 1994 listed under what circumstances reimbursement of medical expenses could be made. It included that if a patient falls ill at a place where there was no government or railway hospital and that if transporting the patient to the nearest government hospital would result in loss of life, the servant could be admitted in a private hospital. The rejection was against the law laid down by the SC, the tribunal said, set aside the order and directed the railways to sanction the amount in a month.

FORMATION OF RECEIPTION COMMITTEE FOR THE NEXT ALL INDIA CONFERENCE IN THIRUVANANTHAPURAM FROM 10.3.2013 TO 12.3.2013

All 0f you are aware that the next All India Conference (TWENTY NINTH) is scheduled to be held at Thiruvananthapuram from 10.3.2013 to 12.3.2012 and the Kerala Circle Union has come forward to host the conference. Since the formation of NFPTE, no All India Conference of our union was held in Kerala Circle over this 58 years and this is the first time we are holding our AIC in Kerala Circle.


The process of formation of the Reception committee was earlier commenced and the formal meeting for declaring the committee members has been held at Thiruvananthapuram on 6.9.2012 at 17.00 hours under the president ship of Com M. Krishnan, CHQ President and the Secretary General, NFPE. More than 1000 comrades from various parts of Kerala circle attended the meeting. It is most pertinent to mention that the representatives of 67 fraternal organisations of Central & State Govt  and other labour unions.

Com. Kodiyeri  Balakrishnan, Deputy Leader, Opposition, Kerala inaugurated the meeting with his valuable address. The other prominent speakers were Com Chandrika, Hon’ble Mayor, Thiruvananthapuram,  Com  K.Varadarajan, Manager, Deshabimani, Com S.S.Potti, CITU, Com C.C.Pillai, Ex Secretary General, NFPE, Com P.Balakrishnan, Ex Secretary, NFPE, Com P.V.Rajendran, Vice Chairman, Circle Coordinating committee and Com K.V.Sridharan, Ex General Secretary.

The reception committee was formed under the Chairmanship of Com K. Chandrika, Hon’ble Mayor of Thiruvananthapuram Corporation. Com M.Krishnan will function as Working Chairman of the reception committee.Com Jacob Thomas, Financial Secretary Kerala Circle has been selected as the General Convenor of the Receptioncommittee. Various sub committees were formed duly consisting the representatives of various organisations Com Jacob Thomas delivered vote of thanks.

The meeting for the formation of the reception committee itself exhibited the thundering success of the ensuing All India conference. Detailed circular will be released shortly,



            

                  






CIRCULAR OF CIRCLE UNION  HAVING   STAND,  GUIDELINES  AND  TASKS  OF  OUR  COMRADES  REGARDING  POSTMASTER  CADRE 


 
      The above circular is issued by the Circle Union after a threadbare discussion with the outcome, views, opinions expressed by comrades in the extended meeting of the Postmaster Cadre on 2nd September and also considering the present situation realistically. All comrades are requested to please give the content of this circular wide publicity among all, not only among comrades belonging to the Postmaster cadre.
        Our office bearers are required to bear some additional responsibilities to comply with the points of the above circular. The Circle Union assures that the problems of the cadre will be dealt with all seriousness as far as possible by us, and the remaining will be addressed to and presented before the All India Group-C Union and Federation (NFPE).
